Regulation on Air Passenger Rights
Eligibility depends on the facts of the journey you submit.
Quick answer
Could your flight qualify?
You may be entitled to compensation if your delayed flight, cancellation, involuntary denied boarding or disrupted connection falls within SHY-YOLCU. The route, operating airline, cause of the disruption, arrival delay and any alternative travel offered can all affect the result.

Passenger rights
Which flights can be covered?
SHY-YOLCU coverage depends on both the airport involved and the airline operating the flight.
Qualifying flights operated by Turkish airlines from airports in Türkiye can be covered.
Qualifying flights operated by Turkish airlines arriving at airports in Türkiye can be covered.
Flights operated by foreign airlines departing from airports in Türkiye can be covered.
Directly connected journeys can be assessed using the final destination where the SHY-YOLCU conditions are met.
Flight disruptions
What types of disruption may qualify?
Delayed flight
Where a qualifying flight is delayed for technical or operational reasons and you reach the planned final destination at least three hours late, SHY-YOLCU compensation can apply.
Cancelled flight
A cancellation can give you reimbursement or rerouting rights and may also result in fixed compensation depending on the notice provided, replacement travel and cause of the cancellation.
Denied boarding
If you are involuntarily denied boarding despite having a valid booking and meeting the boarding requirements, compensation together with reimbursement or rerouting rights can apply.
Missed connection
A disruption affecting a directly connected itinerary can be relevant where it causes you to miss a connection and reach the planned final destination late.
Compensation
How much compensation could you receive?
SHY-YOLCU defines its fixed compensation amounts in euros but requires the eligible amount to be converted into Turkish lira. Domestic flights use one amount, while international compensation depends on flight distance.
Flight compensation amounts
SHY-YOLCU sets compensation in euros, but eligible compensation is paid as the Turkish-lira equivalent. The applicable amount depends on whether the journey is domestic or international and, for international flights, the flight distance.

| International flight | More than 1,500 km up to 3,500 km | TRY equivalent of €400 |
| International flight | More than 3,500 km | TRY equivalent of €600 |
The Turkish-lira equivalent is calculated using the Central Bank of the Republic of Türkiye foreign-exchange selling rate applicable on the date the compensation is paid.
Possible reduction after rerouting
Where you are rerouted and reach your final destination within the permitted time after the original scheduled arrival, the airline can reduce the standard compensation by 50%.

- Alternative arrival delay
- No more than 2 hours

- Flight distance
- More than 1,500 km up to 3,500 km

- More than 3,500 km
- Alternative arrival delay
- No more than 4 hours
- Possible reduction
- 50%
| Flight distance | Alternative arrival delay | Possible reduction |
|---|---|---|
| 1,500 km or less | No more than 2 hours | 50% |
| More than 1,500 km up to 3,500 km | No more than 3 hours | 50% |
| More than 3,500 km | No more than 4 hours | 50% |
The reduction depends on the rerouting and arrival-time conditions in SHY-YOLCU. Travaro checks the actual journey rather than assuming the reduction applies automatically.
Because the TRY conversion uses the Central Bank of the Republic of Türkiye selling rate on the compensation payment date, the exact Turkish-lira amount cannot be known in advance.
Eligibility
What determines whether compensation applies?
SHY-YOLCU looks at the complete journey and disruption. Coverage, operating carrier, arrival delay, reason for the disruption and any rerouting offered can all affect the passenger's rights.
The operating airline affects coverage
Turkish airlines can fall within SHY-YOLCU on qualifying flights to and from Türkiye, while foreign airlines are covered on qualifying departures from Turkish airports.
Three-hour arrival delay can trigger compensation
For technical or operational delays, the December 2024 amendment requires the compensation provisions to be applied when the passenger reaches the planned final destination at least three hours late.
Domestic and international amounts differ
Domestic compensation is set at the TRY equivalent of €100. International flights use €250, €400 or €600 thresholds depending on distance.
Cancellation notice and rerouting matter
A cancellation does not automatically produce compensation. When the passenger was informed and the timing of alternative travel can change the entitlement.
Long waits create care rights
SHY-YOLCU provides drinks, meals and communications after qualifying waiting periods, as well as accommodation and transport where an overnight stay becomes necessary.
A five-hour delay gives additional options
When the applicable departure delay reaches at least five hours, reimbursement rights can become available under SHY-YOLCU.
Important conditions
When compensation may not apply
Not every disrupted flight qualifies for fixed compensation. The scope of SHY-YOLCU, the reason for the disruption and the passenger's own circumstances can change the outcome.
A flight arriving in Türkiye on a foreign airline does not fall within SHY-YOLCU solely because Türkiye is the destination.
Qualifying extraordinary circumstances can remove the airline's fixed-compensation obligation where the regulatory conditions are met.
Denied boarding for valid reasons such as health, safety, security or inadequate travel documents is treated differently from involuntary denied boarding caused by overbooking.
A passenger who voluntarily gives up a reservation in return for agreed benefits does not have the same denied-boarding compensation entitlement.
Separate tickets may not receive the same end-to-end treatment as directly connected flights forming the relevant itinerary.
Connecting journeys
Directly connected flights can be assessed through to the final destination
SHY-YOLCU defines the final destination as the destination shown on the ticket or, for directly connected flights, the arrival point of the final flight. That means a disruption on an earlier part of a covered connected journey can remain relevant when assessing how late you ultimately reach your destination. A missed connection is therefore not a separate compensation category by itself; the underlying delay, cancellation, carrier, route and final arrival impact determine which rights apply.
